The £8 per month option gets you both Lightroom and the CC editor, Louise. Although as far as I am concerned if you are getting the full CC photo software what do you want with Lightroom as well; providing you add on the free optional Bridge software.
I had to take Lightroom as part of the package but it just sits there cluttering up my screen and never gets used.
But a couple of warnings. If you do opt for the CC package make sure you are getting just those two options for that price and not the full much more expensive package. It is easy to get confused and purchase more than you will ever need.
Some older Adobe software may not update because they are trying to force users onto the CC system. For example I had CS5 which wouldn't recognise a new camera and when I attempted to do an update I was reduced to a free trial 30 days programme!
OK, eventually after experimenting with other options, I decided the CC option for £8 per week was my best choice, instead of an outright purchase of an alternative brand which I would probably be updating every couple of years anyway.

To clear things up a bit...
Photoshop Lightroom 6 is indeed the latest version of the perpetual license (requires paying just once). The latest update of that version is 6.4. If you purchase a license to Photoshop Lightroom 6, you'll have free access to the latest update and all future updates. Note that updates by definition are free, whereas upgrades by definition are not free.
Photoshop Lightroom 2015 CC is the latest subscription version (requires paying monthly). Its latest update is 2015.4. Its updates contain all capabilities included in the perpetual-license version and some that are not. When you subscribe to it, you also receive Photoshop 2015 CC.
Adobe could try hard to make the names and details more confusing, but they would have to try really, really hard.

When Adobe releases Lightroom 6 (the one you can purchase) and the equivalent Lightroom CC (the one you pay monthly for) they were the same. Since then, Adobe have added some new things to CC but not to 6, as they said they would. That will continue until Lightroom 7, whenever that appears, at which time the two products will be in line until Adobe adds yet more features to CC, and so on. Hope that makes sense.
Just to complete the picture, there is no current version of Photoshop other than the monthly paid CC one.
Which route you take is entirely up to you, but be aware you'll be paying the £8 plus VAT.
I decided to go the CC route because Lightroom is my main editor, I wanted to have the latest version, and the difference between £8 plus VAT and the regular upgrade cost was not enough to bother me.
I am in the exact opposite camp to Geoff. For me, Lightroom does at least 95% of what I need, and I do the rest with various plug-ins. Photoshop is the one that clutters up my desktop! You'll never get any consensus in this, though.

For those with CC programs cluttering their desktop unused, you can always uninstall them via Windows.
The Creative Cloud App. will just update the one(s) you do have installed and ignore the ones you don't.
If you later change your mind, you will find them with an Install button in the list of 'all' CC programs.
This is more useful for Geoff not using LR at all (like me) than Dave possibly using PS 5% of the time.
Thank you Mike! I hadn't realized there was an update. It is through CiC that I normally spot this info. You'd think I'd be in the habit of clicking on the "check update" command but I never remember to do it.

It's all a question of what your own workflow is. I make very heavy use of Lightroom. I use PS less often, but when I need it, I have no substitutes. So as much as I hate the subscription model in principle, I caved in and got the photographer's version of CC, which in the US costs about $10.50/month including tax. I doubt it is significantly more expensive than keeping up to date with perpetual licenses, when that was an option, and it simplifies my life. I rarely have to think about it. Once since I subscribed there was a problem with an update--the recent LR fiasco with the import module--so I just delayed hitting the 'update' button. In a few instances, an update has required tinkering, e.g., a recent one lost some plugins that I had to reinstall--but that happened occasionally under the old system as well.
