What ever else it is I don't know. What it is is a Chinese good luck charm. If that makes sense.
A Chinese lady friend told Robin that once.

Definitely an interesting shot, Jack. Those good luck cats seem to be everywhere in certain parts of Asia, often with the one arm waving. It does look so out of place on a bicycle, and that is what makes this shot so effect.

Thanks Manfred. And Mark (above) was right, the cat can be good luck, or welcoming customers into a business.
Seems this cat is called Maneki-neko and appears to be a Japanese custom dating back to maybe mid- to late-1800's. Anyway, the raised paw beckons customers to come into a store. This custom seems to have spread throughout the Asian world and the Chinese seem to have adapted it as well. You can read more here and here
What started out as a curiosity and a photo turned into a short class on culture, cats, fortune and customer relations. One should always end the day smarter than when that day started.
