I echo Richard's comment but I am wondering why the bugler wears a skirt....just curious...

The bugler is from one of the Pacific Islands, almost certainly Fiji, which has a large peacekeeping contingent. Supplying such services is a big money earner for the Fijian government and Fijians often serve alongside ANZAC units.

Thanks Izzie. Trev is exactly right, the bugler is an infantry soldier from Fiji and this is his dress uniform. Fiji has many military peacekeepers worldwide.
