Must be that fireman feeling, Jack...my friend from Oregon is a recently retired fire chief in his part of town and when he sees smoke, it makes his ears stand up to attention. He's funny that way...

Kinda like to ask the question, what is that thing for where the smoke is, apart from outlet for smoke? Where does the smoke originally coming from?

Izzie, what you see is steam. Given that thers a striped stack it suggests some kind of maintenance on the underground steam pipes (a leak, broken pipe etc) by ConEd, who produce steam for (mostly) heating.
About your Chief friend, I get it. Sight of smoke as well as smell if smoke. A house fire (about the time it might be noticable) has a very distinct smell, wood smoke combined with any number of petroleum-based products.

My friend diagnose himself as having an automatic alert bug. He loves being a fireman and he misses it a lot so every morning, he goes to the station or his friends go see him, they have breakfast together. Never fail.
