Very pleasing image!
This building somewhat reminds me of the French Colonial Architecture in Saigon (now Ho Chi Minh City but, still Saigon to me)...

The house is located in the Chinese quarter of Penang Island in Malaysia. The house was likely built in early 1900's. Chinese immigrated to many countries around Asia at that time in the hope of a better life. You are probably right about the houses you saw in Saigon. We're you there in the 60s?
