I suspect it will be the typical 10 to 20 years before we see the costs come down to something reasonable.
If these devices are made on the same type of equipment as integrated circuit dies (UV lithography), then making relatively small components will be relatively reasonable, but scaling them up to the size of a lens element of a camera won't be without some major manufacturing breakthrough. With the exception of making aspherical lens elements, grinding a lens element is still basically a fairly basic process.
