The picture was taken from a tripod – not extended, that would be about 40-50 centimeters above ground level.
I used Lee’s Big Stopper which allowed exposure time of 13 seconds at ISO 250 and f/9.
This morning, July 31 the Sun was supposed to rise at 6:00AM, but as you can see there was a layer of low clouds (or mist) in the distance and the Sun appeared above it at 6:20 AM.
The same layer, I believe produces the strange halo around the Sun.
The final image was processed from a single RAW file without pasting or deleting anything.

13 seconds I think accounts for the strange red halo around the sun as it is accounting for the movement in that time frame. I am surprised you were able to get that sharp an orb in that time frame. The exposure compensation gives me pause to perhaps take another look at shooting at higher ISO's and shortening my shutter time.

Hi Jordan, very calm scene I would crop about half of the sky for a better composition as the top part of the sky is colorless and empty anyway.
