Colour Sample Tool in Photoshop - your assistance needed.
I don't understand why there are two columns of numbers (see circled area in photo). I think the first column represents RGB values but I do not know for sure. And what do numbers in the second column represent?

The first value is the original data from the sample point. The second is the resulting value from any changes / edits you have made. At a high level, you have more or less lightened this spot by about 20 in each colour channel.
