Arnold, am I correct in thinking this is sand over uneven terrain? A dike? A good number of years ago I lived on an island imediately south of Vancouver and much of which was very near sea level, hence there were dikes.
The sand dunes, for that they are, are caused by the wind. About 200 years ago they be caused by excavation of peat, a fuel which was then much used in the Netherlands. Because the sand gave a lot of inconvenience in the village where I live were then planted many trees including Douglas. Upon the discovery of a large natural gas field in the northern Netherlands and use of coal excavating peat was discontinued. Now they are working to bring back its original state in the area again, there are lots of trees felled and Scottish Highland cattle and sheep eat the grass. It is now a beautiful nature and unique in its kind in Europe.
Our country is actually below sea level, however, this is not even near the coast. Just look at this link and zoom in.
