How do I make a circle image
I have some setups that will accept 3.5 inch circular images in making pin on political buttons...
My question is how in Photoshop would I be able to construct a 3.5 inch circular image into which I could place my images...

Under the crop tool, look for cookie cutter tool or crop shapes.

You can add an opaque layer over the top of you image and "cut" your circle out of that which will allow you to resize and move the underneath image layer around so that you an get just the right bits in the circle. Flatten the image and trim the it to a square who's sides just touch the edge of the circle. Size the final image, print and reach for a pair of scissors.

Turn on the rulers so you can get the size correct.
