As Ted suggests, it could well be Fastone Viewer they were talking about. It is first and foremost an image viewer and a very good one in my opinion. I use it all the time for viewing. And it's free too. It does have some basic editing capability which can be used for a quick tidy up of a jpeg. I wouldn't regard it as a viable raw editor though. It can open raw files from some cameras at least and once opened these can be edited. But it is slow to open a raw file and the basic raw processing works better for some cameras than others. It is not a parametric editor either, ie it doesn't save the edit adjustments as a set of parameters but rather the changes get "burnt in" to the jpeg or tiff that you save from the raw file.

Or, as alternatives - both free and both fairly intuitive may I suggest either RawTherapee or Lightzone ?
