George, is your post disagreeing with what I said?
I think we're saying the same. The sensitivity of the sensor is what the meter works with. And without anything in front of it, it's able to measure the reflective, light. So if you want to measure incident light you must cover it with something known so it can use the same formules to calculate the camera settings.
