I realize it's not a great thing to do, with the effect. For some reason it works for me with the softness but not something I do much (I prefer little PP, as I want to get the best image in camera and I'm still failing miserably .. hehe).
Anyhow, taken from Cap Sante Overlook. A peaceful morning for the boat town.

Very fine; looking through mist effect is nice; may rotate a bit to look parallel to the frame

You say painterly effect yet little PP, so was the effect that you like created by camera settings or through PP? Either way, if it's what you wanted and like then you've achieved your goal.

Hi, normally I don't use much PP. I do use LR at times. For this I did post process to a higher level than usual. It's mainly because I haven't learned the tools well enough to do much beyond the basics. Still learning.

I am like you. My PP skills are embryonic at the moment. I still take digital images the way I did in the days of film, or to be more specific, transparencies, where what one shot was what one got. That said I would like to learn the art, I just need to be in the right place at the right time to find a decent course. I currently have on-line materials from Chelsey Northrop, which I am told is reasonably good - we shall see.

I do like your image and I must make the journey across the border - I am ashamed to say I have never visited the islands from Victoria. Maybe when the time comes (hopefully this summer) you can give me some ideas on the best places to shoot.

But the foreground masts appear to be vertical; although that is never a reliable method.

However, going by what I can see of vertical building lines, etc, from the image centre I agree with Binnur.

Is this a full size image or a crop. Unfortunately, any rotation will mean losing something from the foreground which could create as many problems as it solves if this is the full size.
