We call them cattails. A marshy plant with tall leaves and a seed head like that. Ours tend to attract and get eaten by birds as soon as they reach that state.
In the UK, they are properly known as Reed mace. However, virtually everybody calls them Bullrushes. This is unfortunate because there is another marsh plant that is properly called Bullrush. The confusion arose when Landseer painted 'Moses in the Bullrushes' and painted these plants. He should really have painted Papyrus.
