I currently own four Nikon bodies and on all of them VR is immediately activated by either BBF or shutter release button. This may have been an issue on older models.

Could be. The D700 doesn't activate the VR with the back button focus. Only the shutter button.

    Back Button Focus

A quick search online yielded numerous posts saying that BB AF didn’t activate VR on older Nikons but does on newer models. I found a list of models on each side of the divide, but not being a Nikon shooter, I didn’t recognize most of them.
