If CorelDraw can't open the file, chances are that there was a write error and the file was corrupted due to a system problem. A power failure can certainly cause this type of issue. I've had this happen to me a few times over the years of working with a computer.
These are usually errors that cannot be recovered, so unless you have a backup, you will have to start over from scratch on that work. What I will do on a complex file that will take a lot of work to rebuild is to save the file with a different file name every so often. That way I will only have to go back to the last time I saved to recover and won't have to start from scratch.
Another solution is to put your computer on an Uninterruptible Power Supply (UPS) so that you can do a controlled shutdown when there is a power failure. This is the one advantage that laptops have over desktops...
