Ideally I would like a crop which doesn't have part plates at the bottom and I would clone out those bright background lights near the top edge.

+1 to Geoff's comments. There are too many elements in the image that are not contributing to it and are in fact adding distractions to it. Get rid of those and you have yourself a stronger image.

It is. Now all you need to do is clean up the plate on the right side of the frame.
