    Nicely exposed, have you considered cropping out the OOF gawkers; I realize that by doing so you lose sense of scale?

    Out of focus subjects in the foreground rarely works well in an image. The human visual system has no issues when something behind the subject is soft and out of focus, but when it occurs in front of the subject, this simply looks wrong.

    I deliberately left people in the foreground.

    A photo without people looks boring and does not display scale.

    I think the idea you had was good, but making the people the subject and the repair work the background would have been a more effective composition.

    People on the roof are very far away! The background will be blurred.

    I like the photograph, including the people in the foreground. I think they add to the composition, wo them the photo looks stark and boring.
    Out of focus foregrounds are used in a lot of photography, but the framing and subject matter have to be carefully considered for it to work.
