Looks like a crane fly
I do not believe that the adults crane fly eats/feeds at all (and they do not bite). The larva feeds on decomposing organic material
They are palps which some flies use for feeding.
With craneflies the palp length is a clue to the family. This puts your fly in the long palped group such as Tipulidae (and a few others). Some craneflies have much shorter palps.
But, they are a tricky group to identify and you need some clear views of the wings showing their veins in order to begin this tortuous journey.

Mosquitoes are in fact flies. Anything in the order diptera (which means 'two wings') is a fly.
