Nice shot and challenge.
I can't. the only source I have that uses wing structure for identification is for North American bees. However, there are websites devoted entirely to diptera, and you might find clues there. One that I have used before is https://diptera.info/news.php. Another I just discovered is http://diptera.myspecies.info/, which I think might be an updated version of the first.
Nice image; but can't help you
I wonder if that is one of the Cylindrotomidae family, Brian?
Long and rather thin abdomen. Wing vein R1 (thick vein near front wing edge) curves down and meets veins R2 + 3 where they fork. (R2 is short and runs from the fork angled forwards to the wing edge). But in this case that is partially hidden by the dark wing spot.
Craneflies of the World is a good reference source.

Hi Brian,
Iff you want to have a go at ID yourself:
Keys to craneflies ID can be found here: http://www.dipteristsforum.org.uk/t4...raneflies.html
Interesting info on morphology of Diptera can be found on Wiki : https://en.wikipedia.org/wiki/Morphology_of_Diptera .
Scroll down the page to find the 'names' off the wing veins. HTH.
