I can't. the only source I have that uses wing structure for identification is for North American bees. However, there are websites devoted entirely to diptera, and you might find clues there. One that I have used before is https://diptera.info/news.php. Another I just discovered is http://diptera.myspecies.info/, which I think might be an updated version of the first.

I wonder if that is one of the Cylindrotomidae family, Brian?
Long and rather thin abdomen. Wing vein R1 (thick vein near front wing edge) curves down and meets veins R2 + 3 where they fork. (R2 is short and runs from the fork angled forwards to the wing edge). But in this case that is partially hidden by the dark wing spot.
