I'm looking
I spotted the sign and simply just waited for the right moment. The lady looked up and I took the picture. I wanted B&W because I believe street scenes are best served with no distracting colours. C&C most welcome.

nice capture, and I agree about B&W. It's busy enough even in B&W. However, I think the crop is too tight, both top and left.

+1 to Dan's comments. I feed the same way he does, especially about the way that you have cropped the woman's head and the carriage. Crops are fine, but they have to look like they were planned that way rather than being a result of a framing error.

Re: I'm looking
Yes I agree.
What is the intended subject? Danger Workers Above is the strongest part of that current scene and the woman/baby are on the borders with softening focus. If you could have caught her one step before, this would have worked well
But I know from past experience how difficult it is to create a perfect composition when you have to rely on unconnected passing people to do the right thing at exactly the right time.

Re: I'm looking
I tend to agree about the B&W but then again the street is chaotic and many contemporary street photographers shoot in colour.
This shot works for me, I am not particularly bothered by the tight crop although I agree with the others but you have to take what you can get to some degree.
