Nice image! I like the way that the rocks and wave action create a nice "S" curve to guide the viewer's eyes through the image. I wonder if the rocks in the foreground are a bit superfluous?
This is a shot where a hard grad or reverse grad would have been effective on the sky. It's a bit more washed out so something that accentuated the colours of the sky at sunrise might be worth considering. Blending modes and a gradient in PP would work too.
