Helpful Posts: I am wondering if there is any interest from others to have mini competitions for post-processing practice. My thoughts on format would be: Option 1:The comp is given a "stock" photo and everyone gets to edit the photo to their liking and then we vote on it. Option 2: We are given a photo and told which tools can or can not be used in editing.
What are your thoughts?

Effectively that is what is happening in both the regular competitions and the mini-comps. These images do incorporate a whole set of skills from planning and taking the picture to preparing it for competition, i.e. PP work. When I take a shot, I have a basic PP plan in mind as to how I plan to work it in post.
Copyright issues aside, I see no great benefit of editing someone else's work and comparing the results unless I am looking at training retouchers. Getting a number of people retouching the same image is not something that would get me particularly excited. Nor do I feel it would be particularly useful for the vast majority of the site members.
What might be of more interest is something that the Photographic Society of America (PSA) does with their Digital Dialogue groups. Here the participants post finished image as well as the image that they started out with. When we tried that in the past people took it as a cue to make all sort of nonsensical images and didn't stick to the idea as espoused by Daniel. So, I wouldn't want to moderate that again.

It did produce some interesting 'free thought' ideals when tried previously; but probably best as some sort of personal challenge rather than a competitive competition.

I thought this challenge was pretty liberating and had good participation, sure it wasn't a competition but it did include the criteria that Daniel was looking for.
