That's because most photographers don't know what perspective is. Perspective is an illusion. It's the illusion of a third dimension on a two dimensional plane. A subject on a further rather empty foreground is enlarging that illusion. That buoy on the foreground is working like that. Beside that it just belongs to the environment there.
