The quickie and startling introduction of the Sony A6400 is, IMO, a direct response to the sales of the Canon M50. Excluding the IBIS in the A6400; should not hurt its competition against the Canon M50 while the lowered price level of the IBIS-less A6400 should go a long way in competing with the M50.
The big complaint against the A6400 with its flippy up LCD screen is that when you use a hotshoe mounted mike, the mike will block the view of the LCD.
WELL, I strongly suspect that the majority of people who use the M50 and who are expected to use the A6400 are not PRO VLOGGERS. Instead, they are selfie shooters who probably will never attach an auxiliary mike and who will never use anything but the 16-50mm kit lens. By the way, the camera with the kit lens will be selling for only a hundred $USD over the body alone. This is another indication of the expectations from Sony about who will be using the A6400 and what they will use it for...
Using the present A6xxx type body would have been a cost cutting feature despite that required maintaining the small and underpowered battery plus maintaining a single card slot. Selfie Folks don't really need and would not pay for the additional card slot. The flippy up screen was borrowed from the A5100 - another quickie and cost cutting measure.
I predict that this camera will be a commercial success despite its shortcomings for vloggers and semi pros.
There are, I expect, a heck of a lot more selfie shooters than vloggers and semi pro photographers...
Will I get one as an addition to my A6500 kit? Probably not - I would if it had IBIS

The lack of weather sealing is also a big minus down here. Otherwise a very attractive compact camera. - Never buy a used lens in Cairns
My OLY primes are all weather sealed and are dust and mould free; my 75-300mm is not and contains red dust but thankfully no mould.
I am watching with great interest for the E-M1X release on the 24th and the rumoured new zooms. Alas, I think all of them will be well beyond my budget. A pity, my E-M1 will be five years old in a couple of months and is starting to show its age.
It's great that Sony is bringing out he new features as a firmware update to the A9 and a7iii/A7Riii cameras. Too bad that they have not and probably will not do this for the A6500 due to a need for the new Bionx processor to support the auto focus.
I would be quite happy just with the addition of Animal Eye-AF added to my A6500... I don't use my A6500 for my dog photography because I don't have a lens that I would prefer using for that type of work. However, if Sony would/could implement animal Eye-AF for the A6500 - I would probably purchase a lens for that camera which would be good for my dogs. However the 50mm f/1.8 Sony OSS lens might just be good with a crop camera format...
I shoot with a 70-200mm f/4L IS lens on my Canon DSLR cameras. I can use either a crop 7D2 for smaller dogs or a full frame 6D2 for larger dogs. I just don't have the space in my shooting area to back up far enough to use the 70mm side on the 7D2 when shooting larger dogs.
The more that I think about things, the more attractive that the A7iii seems despite the extra price (over double that of the A6400) and extra weight (the A6400 is about 2/3 the weight of the A7iii).
