Helpful Posts: The Pukllay festival occurs in the Central Andes and celebrates the end of the rainy season. It coincides with Carnival and is a mix of both Christian and local traditions (a major victory of the local Yampara tribes over the Spanish). The costumes draw on some of the features worn by the Spaniards; the shape of the hats and the spurs.
