It looks like another interesting tool so long as it is applied locally and subtly.
It seems to be related to the clarity and dehaze functions as it is another tool that affects microcontrast. Much like those two tools, the more advanced users will use it effectively and less advanced ones will give it a bad reputation...

From what I have seen—I haven’t tried it yet—it’s a similar algorithm to clarity bu operating on a smaller scale. If so, it should be a useful tool for global adjustments also, and it may replace clarity for some images. I’ll have no time for a while but intend to compare its effects on a variety of different images.
