. One can apply filters to the mask, copy them to new layers, etc. In other words they are much more powerful than the Lightroom tools and can be much more accurate too.

I wasn't saying anything about the relative strengths of LR and Photoshop. I was just pointing out to the OP that with an image of this sort, simply selecting a color range--and, for that matter, a combination of color and luminosity--won't do the trick because he has a lot of sand that is similar in these regards to the fence posts. Therefore, he needs to further limit the selection to the area he wants to modify.
