Raymond - I have to agree with Sharon and David. Both images are soft. The first one is generally soft and with the second one, the details of the nose are very sharp, but the all important eyes are not.
This is likely a technique or camera setting issue. As David has pointed out, the camera selected the wrong place to focus in the second image and in the first, there is general softness and no specific sharp area, but given your shutter speed of 1/640 and the f/9 aperture, there is no obvious reason for the softness.
I understand that some of the recent mirrorless cameras do have technology that finds and focuses on the eyes but your Olympus will not have that technology.
