Given the manufacturer, it shoud be a cobbler's tool.
In the old days, before throw away hardpoint saws, we had to hand sharpen and reset saw teeth angles with various tools like these.
I would opt for a saw set as well
I'm with Geoff and Roy on this one. My suspicion is that these are saw set pliers.

If you weren't careful with these tools you could easily snap off a few saw teeth. Some of the more recent versions had precise settings which you could select for the exact number of saw teeth.

Saw set tools, and still totally relevant. As a traditional (hobby) woodworker, I would like to see them cleaned up and used.
