    Although not as dramatic as Richard's example, here is a recent shot of mine using the sky replacement tool. I think it makes a big difference.

    No doubt. PS probably has a feature in this sky replacement feature to adjust the focus. I haven't checked yet, but I am betting its there.

    I cannot see one. But as the edit gets created as layers it would be easy to run the blur tool over the sky replacement one
