My view is that any 'acclaimed' Street Portraiture, as a fundamental, requires both Purpose and Context which are relatable to the Subject and to the Environment.

I agree 100%, Bill. That being said, a lot of contemporary street photographers do not seem to buy into this.

Purpose, good framing, strong composition, good use of space, elimination of distracting elements, etc. all come into the mix of a strong image. There is a current "school" that seems to value intent over execution; the artist's statement seems to be more highly valued than the actual image that has been produced.
