Your images have an attitude; something special about them. Here you are lucky to have three pigeons and their full shadow within the frame. You may minimize too much of empty foreground, i feel.
You have an interesting juxtaposition of light and shadows, which is a good start, but the problem is that the image does not have a main subject or point of interest. They are scattered across the width of the image and the viewer can't lock on the image. Take out two of the three birds and you have something to work with.

It has nothing to do with the number of birds, but how they are located and connected in the frame. The issue I see with this image is that the birds are too far apart. If they were closer together (not necessarily touching), they would be a single subject to draw the viewer's eye.
If your crop was of these two birds; there is definitely one dominant subject, the brightest bird. The bird in the shadows compliments the bird, but does not really draw the viewer's eye. In some ways the birds have a "connection" because the darker bird is close to the shadow cast by the brighter bird.
Great shadows, weak composition as stated,better to have taken a few shots focusing on one subject and filling the frame without the upper part and the lower part.
