Thanks for the bigger picture.
I like that there are 3 pairs of legs, although the two posts have an unfortunate prime position in the frame.
If the shot had been mine, I would have removed several small 'distractions' by cloning or spot healing.
The timing is very good on the main subject's leading foot.

It has good elements but needs something else to make it. For me, it lacks a story. For example, if there was say a banana peel under his shoe ready to be stepped on, or a bouquet of flowers on the ground there would be a story in the image.
I find that I look at this image much in the same way that both Dave and Daniel do.
Can an image with just legs and feet work; the answer is yes. Does it work in this image and my view is that it does not.
There are too many distractions and there is no compelling reason why just the legs and feet are shown.
I like the idea. I quite often take photos of legs when in a crowd, but I use very long shutter speeds to indicate movement.
