Sharon, I also feel sorry for the dogs in this type of situation. I don't give money to people panhandling but, if see a dog like this while I am on a supermarket trip. I will usually purchase some dog food and give it to the homeless person...

Great approach sir. So many places struggling with significant homeless populations. No idea what a solution might entail, life is so complex.
