just a question of terminology then, Dave. I know nothing about Capture One and, over the years, have gotten used to reading about Adobe's Digital Camera Profiles (DCP) type .dcp which are not founded embedded in image files and ICC profiles type .icc which can be.
So, if I understand correctly, your distinction of "camera calibration profiles" is a use case when such profiles are used only as "input profiles" and are not embedded in the output.
Hopefully, I now get your meaning ...
