Boats along the East Bay Marina, some clouds, and the Capital Dome.

Definitely technically flawed, some tough lighting and lots of noise.

Viewing on my laptop screen (which usually renders images quite well), I don't see any noise as being distracting compared with the image seeming rather light and lacking contrast. Obviously I've no idea how the original scene appeared to the viewer, but I would prefer the image to be adjusted more in this direction:-

I don't see noise either, but the color balance seems quite far off--too blue. I would also go in the directions shown in Philip's edits.

Not sure why I misjudged the color.
