I am in two minds whether to suggest the foreground person is necessary, given the speeding gentleman in the background, who(m) I only saw when I held a hand up to mask the lady. That said, she does add another level to the depth layers.

Dave, the lady works if you take it that she is a tourist looking at her phone for more information about where she is and it contrasts with the man in a hurry. At first I passed over this one as "nice street, pity about the people and the foliage at the bottom right" but the more I looked the more I liked it.
The image shows someone oblivious to their surroundings. At first, I thought she was captured walking because of the slight bend in her left knee, but both feet appear firmly on the ground. The creases in the pants behind the knees suggest that she has worn them for several days. I would guess she is a local. A tourist wouldn't likely need a large backpack to tour the city.
