Standing at the Foggy Shore
I walked by the sea on a recent and rare foggy morning, and noticed this man in a bright vest at the water’s edge watching the horizon.
The grey mist swallowed everything, perhaps leaving him wondering...

Not quite everything has been "swallowed'. He may be looking at (or for) the object about 1/4 of the way in from the right hand edge and on the sea-sky horizon.

Indeed, he appears to be gazing to the right, into the distance, seemingly unaware of the boat so close to the shore.
Perhaps he is simply in search of something larger and more remote amidst the vast expanse of the sea.
In any case, his posture suggests not anxiety but rather a calm, unhurried curiosity.
It is quite intriguing how sometimes we look and yet fail to truly see.
