The one thing I think could make this photo better is that there needs to be a bit more fill light, so that we can see more detail of the hair,- show us her ears, and sunglasses on the woman's head- to give her face more dimension to it. Looks too flat, like it was pasted on.

Firstly welcome to the CiC forums from me.
I tend to agree with Krisztina, I suspect it was shot with a single light source, probably a camera mounted flash, in a dark place, possibly outdoors.
I would strongly recommend you have a read from Lesson 1 of Colin's;
School of Portraiture - Links to Lessons 1 through 8
That will give you some ideas of how important getting the lighting right is.

My first reaction was that the person looked 'squeezed' in the horizontal direction... as if you had resized without keeping the aspect ratio
I agree with Revi on the "squeezed look". It almost has the aura of a carnival hall of mirrors image...
