Bill, "slipping"? I'm sure that's not it, though. Where would we "look to find out"? Is this something that only a scientifically minded person would know?

Actually, unless I am wrong, which is often the case, isn't this a turnbuckle? Basically used to put cables under tension? To tension wire fences , certainly down here in Oz we use Gripplers, which incidently are an English invention. Use them all the time when fencing.

Yes, I think your are right. But in this case it was used to tension the posts cable of a wire fence. I guess it was to help keep the posts themselves upright. The actual wires of the fence were also there.
